For each project nationwide, the UG Group forms an SPC (special-purpose company) / SPV (special-purpose vehicle) and develops a PFI-style long-term recovery model in collaboration with regional financial institutions, government, and industry operators.
Bidding, selection, and operation follow the standard public-procurement method compliant with Japan’s PFI Act. It spans environmental-infrastructure development centred on CircuNova™ technology through to integrated medical facilities.
The standard model is designed for repayment in 12 years. Combining three pillars — PFI subsidies, regional financing, and GX-credit revenue — it delivers a three-way benefit for government, investors, and local operators.

The third party in this structure is not a pharmaceutical company but a manufacturing-and-development planning company. Its planned products originate from the research outputs of academic institutions — national and public universities and university science institutes — which it produces and scales after market research. UG simply wraps the operating system that early-selects these research resources toward civilian use (the clinical process), from its own perspective and market approach, into a flat-rate package that is "easy to understand, within reach, and enjoyable." Licences for pharmaceutical distribution and the like are handled by licensing sales-agency rights as intellectual property to qualified partner pharmaceutical companies or licensed medical wholesalers — aiming to contribute to research activity and market implementation.
